Sadly, it's not quite enough. At least in this situation, it's not surprising when Volt Switch drains Frillish's HP so quickly.

"Good show. Electricity is strong against Water-types, I'm afraid... I suggest visiting the Pokemon Center again before you leave. Not everywhere has one of those."

O.... kay, I'm just going to assume this isn't normal for you-- is that one of those godlike Pokemon Ingo mentioned? Exactly how concerned should we be about being in possession of something belonging to some sort of divine creature.
